Following is repetition of telegram from the Secretë ary of State for the Colonies for your information and. guidance (begins) September 21st. Army Council anxious that
all officers of reserve of officers should be recalled if there
are any much officers in territory under your Government. You should publish notice to the effect that they should return to this country forthwith and report themselves to War Office. This of course does not apply to officers in Colonial Govern- ment employment. See Circular despatch February 10th 1913.
